How do I configure my Motorola Bluetooth device to work with my phone LG AT & T?

Each Once I am on my phone and click on Search for new devices in the menu, the phone comes back and says "No new devices found. "Why is that? has blue tooth battery, and it is in and everything. Why my phone can not find the device? What a power cycle blue tooth? And how do I activate the phone?
