CPU or motherboard is fried. How do I know?

Hello. I ran SpeedFan utility on my home built system. It showed that my system temperature was 124 degrees. I been a fan connected to the system. Fan connection built into the motherboard. I just reset the combination heatsink / CPU fan, but not completely eliminate all existing thermal paste. I have since learned that it was false. Therefore I do not know if the processor or motherboard. Windows XP works very slowly. I tried to return my documents., And other music, but it was too slow and ultimately not burn three times. Does anybody know how I can better identify the problem? In addition, operating system not being activated security update in about two months. Thus, at this stage I am not sure if this is the processor, motherboard or improper installation of the system operation that went wrong. Please help. Thank you.

CPU! 124 degrees Celsius? Wow! It is 255 (more) degrees Fahrenheit!
