Cat-5 UTP passive balun system surveillance camera …?

I did some research on video surveillance systems - Standalone DVR cameras and CCTV - and found something that is not fully understood. I am looking into the use of "passive baluns" to connect each camera to the DVR. Now, descriptions of each list, I read says something along the lines of "Passive device - no power needed." Is this it simply means that the BALUN in itself does not need a power supply, or that the use of baluns device photo does not need an external power source? It would be surprising if the case were true, as my company is looking a camera system 16, and we run somewhere around 4000 feet of cable. It would be nice if we could run a CAT-5 cable from each camera to Instead of a video cable to the DVR and a power cord a reserved table of food. Suggestions? The Balun passive means you can transmit video signal via a CAT5 cable. The advantage is that it can transmit video over a cable longer term, usually up to 300m using passive balun.
